rate has dropped to the lowest level since president obama took office. like everything else, this election season, it is political. president obama says there is more to be done. governor romney says this is not what a real recovery looks like. the labor department reports the economy added a seasonally adjusted 114,000 jobs last month which brought down the jobless rate to an unexpected 7.8 percent. here is a look at the unemployment rate since 28 state. the gray area on the left is the president since the recession. the rate has not been this low sin the inauguration in january of 2009. of course, this could be a potential boost to the president's campaign. no incumbent since the great depression has beenwith unemplo8 percent. the president said the economy is moving forward and suggested governor romney's policies would spark another financial disaster. >> we made too much progress to return to the policies that led to the crisis in the first place. i cannot allow that to happen and i won't allow it. >>trace: governor romney downplayed the new jobs numbers. he wrote in a

impact, and you're guaranteed, if you're obama or romney in getting the lowest unit rate, the lowest cost for the a tv spot buying from a tv station. outside groups like american crossroads have to pay a premium. president obama spends a dollar, we have to spend more than a dollar to get the same weight of television. a lot more of romney's money is found in the wallet of the republican national committee, and smaller money is found in the democratic national committee. what's that mean? if you use money from the democratic or republican national committees, you have to use what are are called combo ads in which you not only mention obama, but also democrats, or not just romney, but other republicans. it weakens the ad, the way of the power of the ad a little bit. we have an important -- lou: you feel good? go ahead. >> i do think that obama has an advantage in that more of his money is in -- is in a wallet from which he can spend easily, get the lowest rate, and control the message better than can romney. lou: not concerned about the fundraising? >> oh, i'm concerned about it. i think it

mr. obama became president, the unemployment rate would be 10%. if we had same percentage of people looking for work today looking when unemployment rate peaked at 10% the unemployment rate today would still be 9.7 using that household data. which means most effective employment program the obama administration has been able to come up with is persuade people to leave the labor force. mr. obama managed to drive down number of adults that want a job. that is a great way to drive unemployment down. i would think the other guest would consider that. melissa: gary, last word before we go. >> look the employment rate has risen in last few months. there is no doubt about that. i don't understand this labor force participants rate idea. yes the participation rate is lower when the economy was expanding strongly. yes, that's true but the fact of the matter is, employment has been rising over the last three years, period. it is just not rising fast enough to put a big a dent in unemployment rate as we would all like to see, period. melissa: gentlemen, great discussion. thanks for coming on.

: 3-tenths of a percent does not seem like much. but, when it comes to the nation's unemployment rate, a 3- tenths of a percent drop is actually staggering. the unemployment rate now stands at 7.8 percent. that's the lowest level since january 2009, when president obama took office. even more remarkable is the reason for the drop. >> the unemployment rate decline was not because people dropped out of the labor force. to the contrary. the labor force actually but the household survey estimate of employment increased even more. >> reporter: the household survey shows total employment rose by 873,000. that's the biggest gain since ronald reagan was president. but there's a catch. two-thirds of those jobs are part-time positions, taken because no full-time work was available. and there's another troubling sign: >> what we have is hiring that is concentrated, most recently, in the government sector. hiring that is concentrated, most recently in education and healthcare. a little bit of positive news coming from construction. but in a lot of the business services and goods-producing industr

for months now is the unemployment rate is above 8% every month since obama took office. with that out the window, his new talking point is 114,000 new jobs created and labor participation. >> fewer new jobs created this month and last month. the unemployment rate as you noted this year has come down very veshgs slowly. the reason it came down this year is primarily due to the fact that more and more have just stopped looking for work. if you just drop out of the work force, if you give up and say, i can't go back to work. i'm going to stay home. if you drop out altogether, you're no longer part of the employment statistics. so it looks like employment is better, but if the same share of people were participating in the work force today is as on the day the president got elected the unemployment rate would be around 11%. >> peter, when romney was governor of massachusetts, the unemployment rate went down because a lot of people left the state. is he fair to make this point now? >> i think it is fair to say that the unemployment rate has come down simply over the course of this recovery
